It’s some sort of radio antenna on a roof of a building.
To me it looks like a Target Motion Analysis plot from a modern-era subsim. So ah… Fast Attack because it also looks old and pixelated.
Kentucky Route Zero? It seems like something that would have details like roof antennas and still be somewhat pixelated.
I think it might be the aiming assist on a rifle scope.

That’s a swaying Chinese lantern, I think, but I’ve no idea on the game.
Edit: that glow suggests something quite stylised too. I dunno, Infamous: Second Son? Something like this. I think that’s too high fidelity though to be honest.
