How about Darkfall: the Lost Souls.

It looks somewhat similar to the other Dark Fall games that I played, but I don’t recall that screen, so I’ll guess the one I haven’t played.

I like how these expanding screens are really just more foliage (and underpants). If screenshot 2 didn’t help, I doubt screenshot 3 will. :)

Anyway, my guess: Muppets Take Manhattan!

And yet, as soon as somebody guesses it, somebody will jump in and say “Oh man, I didn’t check this thread for so long! I totally would have recognized those underpants!”

I think it’s some detective adventure game, maybe Still Life 2?

Shadow Warrior?

Ding! It’s Shadow Warrior!

More specifically, the 2013 remake. I’m not sure if those items in the shot (located in an open rain/sewer collector canal somewhere in the first few levels) are used to establish that the game takes place in the 90’s (like the original game), or if it’s a nod of sorts to the original game, but I really liked that easily missable piece of environmental storytelling.
