Ok then, it’s Hannibal: Rome and Carthage in the Second Punic War. I had a “wargamer” phase a couple years ago and I remember seeing that game in the Matrix catalog. Though I never played it, it does have very distinctive art, which is why I remembered seeing it there.

And of course, that is exactly what it is:

It’s quite a good game. It’s a port of a boardgame, but not the well known Avalon Hill game Hannibal: Rome vs Carthage by Mark Simonitch, but an older game. Sadly, the designer of this game (Forced March Games) hasn’t done anything else.

Their webpage says they’re working on a new game called “The Fall of Rome”. Not sure how accurate that information is though.
