The rules are void for any game with fairies in it.

I’ve had to look at outside sources before. I looked through games on Steam with the JRPG tag, saw that game even, and moved on. The Steam screenshots do not include the battle order menu, so I figured that was wrong.
So, no, looking for a youtube video you know had that game isn’t cheating IMO. Google Image Search, however, is.
I agree with this. Especially if it’s a game that you are pretty sure you know what it is, I think it’s okay to go look at product screenshots to double check. I looked at this game on Steam, and it’s weird to me because like Craig pointed out, this game doesn’t really resemble the image in any real way. I did a GIS though and sure enough, I guess that’s the right game. Weird. I imagine the number of people that played this on Qt3 is pretty small. :)

It’s not cheating, and you are right. It is indeed Fairy Fencer F!
This is indeed a Compile Heart game (bonus points to Otagan) and it shares its engine and many elements of gameplay with the Hyperdimension Neptunia Re;Birth series. It’s a pretty fun game (I like it more than Hyperdimension Neptunia Re;Birth 1 so far), with a pretty good soundtrack (which includes the most western-sounding J-rock song I’ve ever heard), and it came out for the PC quite recently - in August - so I thought more people would know about it.
So congratulations, Kyosho, you got it! I honestly thought this would be easy to guess, but I suppose it was a bit more obscure than I thought it would be.

You’re right, the Steam page doesn’t show any “battle mode” screens. I guess they should. ;)
Is that Fallout New Vegas?

Negatory. I’ll give you guys a hint: That is the original resolution of the game, not a downsized or cropped image.
Streets of Sim City? Never played it, but those look like 3 identical wooden buildings grown up next to each other
