UPDATE:

Scott, I did not realize that Star Wars Pinball was an actual thing. It is not the game I was playing, but upon doing some research it is the same studio. In fact it seems that this is how the tables were released for some consoles and the App stores.

So, in fact, I am awarding you the win, since this is the Empire Strikes Back table for Pinball FX2, which is identical to the ESB table for Star Wars Pinball.

When I saw that my brain went “Dungeon Keeper!” and I have no idea why. It’s been many years since I’ve played that, and I don’t remember anything that looked like that. Maybe something from the intro? I have no idea why my brain fired that way. Oh well. Consider it my guess anyway.
