The constitution is quite clear on this. " and he [The President] shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, "

With the latest filibuster rules specifically allowing the fillibuster of Supreme Court justices, the difference between nominating and appointing is not just a semantic difference. Whoever becomes president, he/she will need approximately 10 votes from the other side get confirmation. I have had arguments with several Republican friends, 'but Hillary will be able to appoint Supreme Court justice" and I say no she can’t, not without the help of Republican senators.
