My father was part of the Connecticut State Guard. He got in because he could play the Fife in the band. I believe they used Civil War Era weapons (they were upgraded from Revolutionary Era Weapons at one point) and marched in parades. I believe it was, for him, an opportunity to get free drinks by attending fancy parties.

So… the idea of a State Guard might encompass a lot of different things.
