It’s probably Biden, but there’s no way to say that definitively with any sort of confidence.

If they call Nevada, they have called Biden as President. So they won’t call Nevada without rescinding Arizona.

Biden leads, but its close enough that the remaining votes to count could in theory flip the result.
This is because they are later arrivals it seems, which have gone more heavily Trump than earlier votes.
But they are election day mail in votes, and are in Maricopa county. So while it is not impossible to flip for Trump, it is more likely than not they will not.
Gonna go out on a limb here: it’s excessively unlikely that a state legislature is going to send a different slate of electors. It’s even more unlikely that a governor is going to sign off on that. And it’s more unlikely than that that Congress will recognize those electors.
Could it happen? Sure.
And I could hit the lotto tomorrow too.
Meanwhile, his popular vote lead is now over 3.7 million votes.

I feel like AZ would want to be careful about letting counts trickle out in such a way as to let the state flip to Trump only to go back to Biden in the end… If that’s how it’s likely to play out, maybe better to announce all remaining votes at once?

I suspect that somebody confused this William Bradley with this other William Bradley.
The latter one is alive (born July 1959) and has the same address. He also requested a ballot, but curiously it was never sent. I bet it was sent in the former Bradley’s name.
