So Philadelphia may have another couple of ten thousand or more (I’ve seen speculation of anywhere from 50-90,000) provisional ballots from folks who requested a mail ballot, never got one, and showed up to vote.

So let’s cover that.

When those voters go to their in-person polling place, the poll worker looks them up and says “You were sent a ballot.”

The voter says “Yes, but I never got it.”

The poll worker says: “You need to fill out a provisional ballot.”

Then the person votes.

Now then. Those provisionals have to be adjudicated. Which sounds super serious, but for most of them is a pretty simple process.

For most ballot adjudication in this manner, it’s as simple as looking up to see if that person’s mailed ballot arrived and was counted already in the interim. If that didn’t happen, that’s it. Count the vote. I’m not sure if Pennsylvania law allows a voter to pre-spoil his mail-in ballot. It may not. In that case, if you didn’t surrender a ballot that was mailed to you, they wait until Friday and then count your provisional if no mailed ballot to you shows up as returned.

So of Texas, Ohio, and Georgia, only Georgia was actually competitive as suggested by the polls. I also recall posts in here about how Trump went to Georgia in the final couple of days of the campaign. Did he also go to Texas and Ohio, or did he hire some smart people who knew the Georgia threat was the real one?

Obama went to Georgia, Harris to Texas, Biden to Ohio.

But the important thing to note that those three states were obviously very different. After the gimmes, there were four viable and uncorrelated paths to 270 for Biden. Georgia was one of them. (PA, FL, and AZ+NE-2 were the others). Texas would just have been running up the score. Ohio would have been useful to get an early call, control the narrative, and prevent the entire “stop the count” nonsense from happening.
