My guess: they’re waiting for ballot returns from Allegheny County to confirm what they know already…but need hard evidence for.
Something I’ve seen clarified several times in GA: there are not actually ~9k military absentee ballots to count. What there are, are ~9k ballots that were requested by military personnel overseas that have never been returned. That is out of a much larger pool of ballots that were requested; these are the ones that did not get cast yet. The deadline for returning them is today. It’s possible none will arrive, or some number less than ~9k.

Note the date on that story - November 28th. Election day in 2016 was November 8th and Michigan didn’t get called for 20 days. Trump wasn’t screaming to STOP THE COUNT when he was winning.
