I don’t know that that article makes it clear the guy knew the rules or not. Even if he did know the rules and violated them… 12 years. if it wasn’t allowed, maybe the cops should’ve taken it before they put him in there.

I think 12 years is nuts, but from all the stuff I’ve read about the US prison system it’s also entirely plausible that he knew he was breaking a rule, but was hoping that guard was one of the “cool” ones, or could be bought.

Phones smuggled into jails are not that rare.
