Certainly I think they should do this. I just don’t think they will. There are too many reasons why a state might balk at directly opposing federal policy of this nature, with a chief executive who is a vindictive and criminal bully.

Trump did not pardon Ammon and Ryan Bundy, who occupied the Malheur National Wildlife Refuge in 2016. Their charges were dismissed after a mistrial.

Trump did pardon Dwight and Steven Hammond, who were convicted of arson in 2012. It was a somewhat controversial case: they served their sentence and went home. But in 2015, their original sentence was replaced with a longer sentence and they were told to go back to prison. Nevertheless, they were not responsible for the armed protest carried out in their name. In fact, they publicly rejected the protestors.
