This restraining order is in response to federal agents’ treatment of journalists earlier in the month. It exempts journalists from dispersal orders and directs officers not to arrest, threaten, or use force against anyone they should reasonably know is a journalist. (note: this info is from an article written in anticipation of the restraining order.)
Another federal judge on the court (nb: this is the same court the federal officers are using as their base) heard a request for a temporary restraining order from the Oregon Attorney General’s office. The AG argued the federal police are violating the 1st, 4th, and 5th amendment rights of Portland citizens. IANAL, but I believe the AG requested a restraining order that would halt federal activity outside of the courthouse. That decision is still pending.
