No, they explicitly do not in Texas.
In Texas, a cop can only demand your ID if he places you under arrest.

It’s interesting how organisations deal with ID.
I remember being refused alcohol for a while because the waitress and then her supervisor couldn’t understand that my passport was ID.
They kept insisting I show them state ID.
It was one of the few times I felt like bringing up a map of the world and pointing out that there are several places that won’t have state id…
Eventually the manager showed up, looked at my passport, then served me himself.

That’s more about the restaurant just protecting themselves, as there are severe penalties for serving alcohol to underage people.

It’s also a willing transaction. You can demand an ID for a transaction.
Cops walking up to you on the street isn’t a transaction. It’s the State accosting you and demanding your papers.
Which the 4th Amendment says they can’t do without probable cause.
I wish i was on the 2nd list but we have Border Guard roadblocks searching buses for any non-whites and demanding to see proof of visa/citizenship in the UK.

I suspect it’s a little bit of both at this point.
If you have an institution that is attracting racists already, then it’s almost inevitable that it’d rub off on the non-racists.

Terrifying beyond belief. And I bet they lied in their report as usual.
My level of shock is at zero. My prediction is these officers will eventually be fired, won’t go to jail, and they’ll get hired by some other police force.
