It’s been 20 years since I lived in CA, but I never remember it having anything close to free college. AFAIK, the UC system (especially Cal and UCLA) are pretty pricey. Now I do agree that three tier community college, Cal State system and UC is a good mode. But from a results view, California doesn’t even rank in the top 10 most educated states.

I think the UCs were once a lot cheaper than they are now.

They still look relatively cheap. Berkeley averages under $9k per year for in-state students with family income under $50k. That probably compares quite well to schools of that caliber.

Tuition when I went their circa 1980 was $500/quarter… My parents told in my in my junior year, that they were retiring early and I was on my own for college. Working 20 hours a week, plus summers, borrowing the max $2,500/year, I was able to put myself through school. I think it is really hard for someone to do a similar thing now.

Pretty sure the fees which they don’t even list with tuition, is close to that at a lot of schools now, maybe even more than that.

Free College for the UC’s was torpedoed by Reagan and then Prop 13 in the 70’s (though it was extended for awhile with other money). Here’s your history:

1960: The Master Plan for Higher Education in California maintains that tuition at University of California and state colleges should be free, but that fees are necessary to help cover non-instructional costs. “The two governing boards reaffirm the long established principle that state colleges and the University of California shall be free to all residents of the state.”

1966: Ronald Reagan assumed office of Governor of California and changed the course of the state’s higher education system. In his eight years, he cut state funding for college and universities and laid the foundation for a tuition-based system.

According to a New York Times article from 1982, during his eight years as governor, “Reagan fought hard in the legislature to impose tuition at four-year colleges. He lost the battle to lobbyists for the university, … However, the Legislature agreed to increase student registration fees.”

1975: Students at University of California schools are now paying $600 in fees and tuition—a number that would soon skyrocket.

1985: Annual tuition at UC schools reach nearly $5,200 for non-residential students and $1,326 for California residents. California state colleges near $500 in tuition, and community colleges begin to charge tuition for the first time—$5 per unit.

Prop 13 was passed in 1978. Now we spend more on prisons than higher education. Which is also a self-fulfilling prophecy.

I was also able to put myself through UC Berkeley in the late 70s. But that’s not the point - no one’s ‘free college’ plan is meant to be for Berkeley. The California model was (and I assume someone will correct me if it no longer is) anchored by free 2-year colleges that operate a lot like extensions of the public high school system.
