Perhaps Burr’s staff will have read the tax codes, and point out to him that any scholarship beyond that used to pay for “qualified expenses” (Tuition and books) is already taxable income. That would be the part of their scholarship used for room & board and other misc stuff.

They don’t pay tax on it now only because they have no other income. If they generate enough from these new sources that they cross into tax-paying territory, then they will pay taxes on their room & board scholarships.
