Probably yes. Despite how entrenched the two parties are in US elections, they are â at their core â just clubs. They can make up their own rules or change the existing ones largely at a whim. If they donât want to list other folks on the ballot, they (probably) donât have to.
The area where it MIGHT get fishy is in the realm of bylaws. Each party participating in elections must have some written bylaws that are passed by whoever that party says are their voting members. So if the MN GOP bylaws say that X must be true for their primary ballot and they didnât do X, then there might be some room for the other candidates to protest and/or sue for inclusion.
But Iâd bet that their bylaws say something like âThe primary election committee shall determine the format of the primary ballot and that format will be voted on by the full committee (meaning the state GOP membership) at the [date] meeting.â And if the state committee voted not to include anyone but the incumbent, then thatâs probably that.
