It’s a 1200 word article. They use the word “theft” (the legal term) in association with the guy ten times if you include captions; they use the word “steal” (or “stole”) eight times; and they said “without paying” exactly once.
I’m not going to argue that the color of his skin didn’t influence some of the phrasing, but in this case it seems like the author was simply searching for a more interesting way to say the same thing that they had said several times elsewhere.

It’s been in the public for a very, very long time but Nixon and Reagan perfected coded words so their racist shit flew right past the bulk of the white population so they could claim they were being conservative instead of racist as hell.
Trump is just saying the real definitions out loud so now the GOP and their followers are feeling free to do the same.

The thing here is that Graham would say what he said is not remotely racist. He thought he was being welcoming to (the right sort of) Black people.
