Since nobody seems to know here’s a clue, it’s set in Taiwan. Early 1990s.
I don’t remember the scenes or the guy, but those look like sisters #3 and #2 from “Eat Drink Man Woman”, plus the daughter of their… friend.

I shall accept that “Eat Drink Man Woman” is your answer and you would be…absolutely correct! Here’s the 60:60. Kind of a difficult movie to guess since none of the frames shows cooking or food in it.
