That looks like Peter Lorre in the 60:60 frame.
Unfortunately, there is no 80:80 since the movie is too short, but I’ll put another random shot and then if no-one gets it, I’ll answer in the morning…

Well, it’s definitely Peter Lorre in the 60 (one of my favorite actors) and I swear it looks like Bela Lugosi in the 80, but I cannot think of a movie that they acted in together. I’m going to guess ‘M’ although I’ve seen the movie and do not remember these scenes in it.
After doing some research of Peter Lorre films, I’m pretty confident that is Stranger on the Third Floor.

Yeah, Stranger on the Third Floor…it’s claimed to be the first American noir film and it’s quite something. It’s got a weirdo 10 minute dream sequence right in the middle of it that had to have influence Lynch. I recommend the experience.
Hah, sneaked that one in at the last minute! It looks interesting so I’ll see if the library has a copy.
