I just saw it a couple of months ago and I agree with your assessment. It has some amazing parts: the typical high quality mise en scène, in particular the workplace and trial scenes, and I really liked Perkins’ performance. The whole didn’t quite hold together, though, I suppose suffering from the incessant perfectionism of Welles. Specifically, the rampant dialogue overdubbing, despite how proud he may have been about it, stands out like a sore thumb.

Given that the letters on the door appear to be “OUNT,” it’s reasonable to presume the entire word is “COUNTY,” and who drives law enforcement vehicles with the word “COUNTY” on them? Sheriffs.

So there is a remote possibility that this has something to do with folk-hero truckers in the Deep South.
