I’m pretty sure that’s Mark Pellegrino, who everyone knows as Jacob in Lost or the abusive husband in Dexter. Looking over his IMDB page, the only movie I see that’s set in LA is something called 2:13. So that’s my guess, since I’m pretty sure it’s not Breach.
