It is The Incredible Hulk (2008, directed by Louis Leterrier, starring Edward Norton and Liv Tyler) as I think Wholly figured as well. I watched it for the first time in the Marvel week leading up to that Ultron movie something.

You have sharp eyes Mr. charmtrap… It is indeed The Secret Agent. The amazing cast is including actors like Patricia Arquette, Bob Hoskins, a young Christian Bale, Eddie Izzard, Gerard Depardieu. Music by Philip Glass. I like it how the movie throws a spotlight at the anarchist scene in London pre-World-War-I (end of 19th century).

also this is the last frame of the movie featuring the Professor, a living bomb. Before this frame the Professor was wandering disgusted in the streets of London, you have to see his face to understand… then he ignites the bomb and you can see the relief. You don’t get to see/hear the explosion, the screen turns black and the credits roll. There are quite some good scenes in the movie. Bob Hoskins as Verloc is great. I totally can recommend it to watch.
