They didn’t in 1980 when I was there, and I wasn’t exactly a clean cut American back then. Maybe it is a new thing with Islamic terrorism, although in 1980 the Basque separatists were bombing places and I saw armed men in the streets.
There have been several new laws regarding foreigners. The most recent I can think off cam about in 2013 regarding foreigners having bank accounts without being resident all the time. My account got frozen and to get it unfrozen I had to jump through several hoops.
Not directly relevant to passports perse, but I get the impression there are new laws in effect, and more in the pipeline.
