The strategy right now is grim- make Mother russia bleed, hopefully enough that Putin loses his political capital in Russia, and stick the heaviest sanctions you can on them as long as possible in response to this.

I’d be extremely surprised if this happens, as it would be an escalation that -in the way it impacts Russia, at least symbolically- would be hauntingly reminiscent of historical events in WWI. Putin knows how his romanticized Russian Empire collapsed and wouldn’t let this happen, whatever the cost. AFAIK Turkey can stop ships that aren’t part of the Black Sea fleet according to Montreux Convention, but even that would be seen as a very aggresive step by Russia, probably much more so than the sanctions.
