According to the news right now, the balloon can maneuver.
China says it’s a weather device gotten loose.
The US won’t shoot it down due to damage to civilian property and lives. But they might shoot it down over the ocean and retrieve the payload.
Edit: It seems that they only have a short window to shoot it down in our territorial waters. Once it’s over international waters it could be seen as a provocation. Whatever that means.
I, for one, welcome our new balloon overlord.
