Amash is wrong about basically everything – he’s a hardcore, doctrinaire libertarian – but he’s willing to buck the GOP party line when it’s in conflict with his (deeply wrong) philosophy.
If all Congresspeople were similar, we’d be in a much better place. Without all the damaging, awful libertarian beliefs, obviously, but there aren’t nearly enough libertarians to cock everything up with their horrendous views in my magical mystical Congress where people debated and voted according to their beliefs.

I don’t think this is a lack of courage. We’re just learning what the GOP really cares about. Democracy isn’t on their list, nor are the interests of Americans other than their base.
In general, none of this is cowardice or hypocrisy. It’s just authoritarianism, greed and racism. That’s the GOP.
