To me it sounds like he is just repeating what is in the report in the same oblique language that can be spun. He’s just kind of shutting down the possibility that he will expand on what he said in the report or how he framed it
TLDR: “Russia interfered in our election. We aren’t allowed to charge the president with obstruction. It’s all in the report, Congress do your job. Leave me alone.”
He straight up said for congress to begin impeachment proceedings.
He also said we can’t accuse someone of a crime if we’re not allowed to take them to trial.
But again, this is exactly what he said in the report, using almost the same words. Smart people understand what he’s saying but the Republicans can still spin it.
Or, to restate it sarcastically, can’t you just see the headline in the NYT tomorrow?
“If Mueller Had Confidence That The President Had Not Done A Thing, He Would Have Stated Such In Laying Out His Report Which Should Also Be Taken As His Testimony.”

I think we all know what’s going to happen. Fox will trumpet he insufficient evidence of conspiracy part, while ignoring the blatant statement that Russia interfered extensively. Twitter Influencers will talk about how Mueller said Congress should impeach then post lots of memes. NYT and CNN will parrot whatever Sarah Sanders says, which will be No Collusion.
Pelosi and the Deomcratic house will continue to do nothing. Trump will be reelected, America’s influence in the world continues to wane, and if you’re not rich you’re kinda fucked. Also Bioware will be dissolved.

Honestly, the language Mueller used in the report CAN’T be spun. It can be lied about, which is what the Whitehouse did.
But actually having a sound byte of Mueller saying what the report says is powerful, because dumbass Americans won’t read the report, but hearing a clip of Mueller saying some of this stuff might have an impact.
