No, Mueller thought that there was not enough evidence to link Russian interference to the Trump campaign.
He also strongly implied (maybe even spelled out) that there was enough evidence that Trump had obstructed his investigation, but Mueller was unable to indict him for that.
It was pretty similar to the Clinton investigation. No proof of any crime committed before the investigation started.
I wonder if without the Mueller report, this new scandal would have the legs it does.

It wouldn’t. The public was able to shrug off much of Trump/Russia as it was happening as “just a joke” (Trump asking the Russians to interfere on national TV) or Trump being new to the job (the deeply shady White House meeting with the Russians in May 2017.) But now they’re getting another, much better documented-as-it-happened round of the exact same sort of treasonous thing, and Trump’s denials are starting to ring false.
(The fact that he lies a million times a day about the most trivial things hasn’t helped him either.)
TLDR: you can fool most of the people some of the time, and some of the people most of the time, but you can’t fool all of the people all of the time.
I don’t think Rosenstein ought to be lumped in with Barr. Not saying he’s a saint, but he did provide cover for Mueller over many long months of investigation, whereas Barr is a straight-up Trump stooge.
We’re gonna need a bigger wall.
