I think that this is a thing where Trump’s inability to shut up doomed these attempts to trick undecided voters near the election. If he had stayed relatively quiet and let the investigations seem at least plausibly independent they might have worked. But by screaming to the world for a year that they are definitely partisan hack jobs only his base would believe anything they found even if that had somehow found something legit.

I think there’s a synergistic effect. Because Republicans screaming “BUT HER EMAILS” totally worked against Clinton and then Comey comes along with the new investigation two weeks before the election and that was enough to turn the tide.

But I think it’s more about the candidate’s overall likeability than anything else. People generally like Biden, so these attacks don’t seem to be making a dent. They generally disliked Clinton, so they mattered.
