Some members of Congress have clearance, it’s kind of a requirement for them to oversee the executive. Obviously we can’t have the whole unredacted thing sent to everyone in Congress, but relying on the executive to decide what a report on the executive says isn’t a workable solution if we’re even pretending they’re equal branches.
