It’s not a difficult sentence to parse, state violence is reserved for leftwing demonstrations. If he was implying that leftwing demonstrators are the only ones doing the violence, “reserved for” makes no sense in that context.

It can be true, if you’re ignorant/information-poor, which describes a lot of American voters.
In a broad sense, no, but in terms of still being able to conduct the functions of your job’s responsibilities in an ethical way, then yes.
