If only they had had some warning that something was going to happen, and prepared for it. They didn’t seem to have much problem getting hordes of cops in riot gear in the streets on a few day’s notice all summer.

Those cops had no guns, batons, riot helmets or shields because of the “rules-of-engagement” that were supposed to minimize “risk of confrontation.” I don’t know that “busting heads” was really an option in that situation; in the scene you can see an officer was down and injured as soon as the pushing got serious. Really a massive planning and management failure.
