How would backpay for contractors even work logistically? It makes sense from a salaried worker perspective but I"m not sure how it works from a contractor perspective, especially since a lot of contractors may not be direct constractors but 2nd tier.
Base it on average hours worked for contractors who work irregular hours, pro-rated across the normal, non-holiday work weeks worked for those under contract at the time of the shutdown.

It’s probably good to emphasize this story to help counteract any “Just so” stories about how backpay is a magical cure-all.
But the lessons from previous pre-Trump shutdowns was that contractors don’t get paid. It was on of the (many) known reasons why government shutdowns are bad. Expecting Trump to go the extra mile on this and fix things is like expecting him to use his Executive Powers to bring back the dead Joshua Trees.
