I would be up for this, depending on the timeframe. My schedule is difficult though.
IRC would probably bring out the crazy party game in it a bit more, with the added channel of private communication to spice things up.
I think this could be well-suited to a php app (either in itself or just a forum hack); basically a set of tools to help or automate the moderator (voting, randomizing, etc)
There is a website and server for this already.
