I believe Spain is currently Allied with Venice and that requires you to declare war on Spain itself. You cannot declare war on a minor that is allied to a major.
Restrictions at All Times:
You can not declare war on:
• a power whose box on the Diplomatic Status Display lists
“N/A” or “Possible Ally” as the cost of a war declaration.
• a minor power that is allied to a major power (you have to
declare war on the major power instead).
• a power (major or minor) that is currently your ally.
• Portugal if the Death of King Sebastian Mandatory Event has
not yet been played.
• an independent fortified space (Metz or Florence) since those
independent spaces may be besieged by any power without a
DOW.
Ok after careful consideration of the rules of naval movement I am performing the following:
Play Knights of St John for 2CP, performing 2 naval moves.
1CP move fleet from Malta to North African coast, and fleet from Coron to Aegean
1CP to move fleet from Aegean to Cyprus, North African coast to Barbary coast, and Tunis to Barbary coast.
@Cuthbert may attempt to intercept in Barbary coast with his fleets in Caligiari and Palma
