Ah, a key thing that I didn’t understand was that tiebreaking votes are decided by the Gov/LtGov, who are democrats… so the Democrats already have control, regardless of how that other election turns out.

Yep. I wasn’t sure either, but the story barstein linked to mentions that in the House of Delegates, it’s 51 or nothing. Has to be a clear majority, no tiebreaks.

I can verify this: I once ran for mayor of my town in Virginia. The result ended up as a tie. They sent someone up from Richmond who put the two names in a box. My infant son drew one name from the box. It was the other guy. In retrospect, I think he was doing me a favor.
