Can anyone ELI5 on what’s the deal with FRB and how steady beats of FRB can help improving our understanding of the observable universe?

FRB’s are powerful, short bursts of radio waves. Because they are so short, we know the come from compact astronomical objects like neutron stars or black holes. The leading theory is they represent something akin to the solar flares we get from the sun, except vastly more powerful and occurring on highly magnetized neutron stars.
The periodic FRB they’ve discovered has the kind of period (15 days) associated with closely-orbiting binary stars. We suspect that at least one of these is a neutron star, and that something that’s happening during the orbit is triggering the bursts.
This gives us the opportunity to learn more about the mechanism of FRB’s in general, and potentially a lot more about neutron stars in general.

That headline is a bit misleading. The source isn’t sending them to Earth. It’s sending them to the entire universe.
