Why are casinos on boats?

The indian casinos in southeastern CT are the largest employer and taxpayer in the state now and there certainly has not been a boom in crime in that region. The “poor people” tax aspect of people who cannot afford to gamble but go anyway has definitely got more of a case though.

And they’re very egalitarian too. One of their biggest casinos, the Montecito, is run by one old guy accompanied by 4 drop-dead gorgeous looking 20-something business women. Other than the old guy (who, I hear, grew up in the 70s in a shady crime family - the Corleones), everybody who works there is under 30, yet despite seeming to have a new crisis every week (from September til May, anyways…), they handle them flawlessly.
