Can’t she just arrange travel herself? She’s (still) a free citizen, isn’t she?
Congress is a co-equal branch of government. The President can not stop Pelosi from lawfully travelling to another country and talking to people there. He can, however, instruct employees of the executive branch not to support her.
She can fly commercial, but probably not the best idea.
Better idea for her would be to go visit Coast Guard employees in the US and talk with them.
Of course she can make her own arrangements. But the trip included visiting a military base, which is harder to arrange without support.
Furthermore, the whole trip was supposed to be secret for security purposes, again demonstrating Trump’s reckless incompetence.
However, I believe the trip may already have been canceled since Pelosi is staying in DC longer than expected to help end the shutdown.
As second-in-line to the presidency (after the veep), the Speaker of the House travels in a jet with a secure communications system, provided by the military. This was especially important after 9/11.
And the military reports to POTUS.
Does the Speaker have to go around with a Secret Service escort?
Trump is mad that Nancy is getting all that media coverage for opposing him. So Trump cancels her secret trip overseas where, by tradition, she wouldn’t have criticized a sitting president. Instead, she’ll be stuck in DC, in the media spotlight, with something new to talk about.

If he ends up giving the speech in the senate chambers then they will consider it winning.
I would look forward to the inevitable photos comparing attendance at Trump’s SOTU to Obama’s.
Wouldn’t mean much if they were in different venues. I have been in the senate chambers, are they smaller than the house’s? I would think so just based on the numbers involved.

While all hell is breaking loose on the Russia investigation front tonight, there’s a fascinating story in the Washington Post this evening as well. Apparently Mitch McConnell is trying to recruit Secretary of State Mike Pompeo to run for the Kansas senate seat being vacated by Pat Roberts in 2020.
As the story points out, and others have echoed…that’s not a good look for the White House. senators become Secretaries Of State. But Secretaries of State do not run for a senate seat. It’s typically…beneath them. And Pompeo is said to be listening. Him leaving the Administration to run for a safe senate seat in Kansas would be yet another Infrastructure Week kick in the nuts to the President.
