The South American teams, as a rule, (Pretty Goal Germany!!!) do something that bugs the crap out of me (I played all the way through 4 years of college) - they will try to dribble their way through 5 people rather than look for the pass. They just don’t look for the pass soon enough and often squander good opportunities. Argentina has done that in spades today.
Looks grim for them now.

I think one of the problems with defining cheating is that if an action is covered by a specific rule within the game, and is within the general play of a game, most people don’t consider that cheating. Unless it goes a huge way outside of what is generally seen within a game. To use an analogy, look at a dangerous, even malicious tackle in a game. If something like that happened on the street, it could be considered assault. But because it happened as part of a game, and has a remedy within the game, it’s not considered assault (or hasn’t been thus far.)
And example with boardgames; in Monopoly, stealing money from the bank is cheating. In the World Monopoly Championship, that’d get you kicked out of the tournament. But in a home game, a lot of people realise that Monopoly is a shite game, and cheating makes it interesting. So they make rules like, “If you’re caught cheating, you go to jail for three turns.” So if someone steals from the bank, it’s still cheating but not really the same as that cheating was intended as part of the game, and covered by the game rules.
In the case of the handball, the problem is that it had a material affect on the game and some would say that the rules were insufficient to compensate for the foul. And when that happens it causes people to question the very nature of the game and the ability of the rules to govern acceptably. Also the calculation the player made in gaming the rules, outside the nature of the sport was never taken into account by the sport. And it’s the division between whether the rules were sufficient to deal with the matter or whether the rules have been subverted means that the cheating thing comes to the fore.
What the hell does that mean, “Craft to go with the graft?” Skilled play to go with the great position?

Germany has played a game with no mistakes. They look like world champions, much as it pains me to say it.
