I am still planning on submitting cards that aren’t actually in my hand. In looking at my past gameplay I don’t think it’s actually required for me to even be in the game to make sure the cylons win.

You’d think that a grand flotilla of vessels would have had more food supplies on hand, certainly enough for the fist day. But the bulk freighters were delayed, and the Cylon attack was very very unplanned.
So when rationing first took effect many civilians, and more than a few military, were soft and unprepared. Unfortunately some were unable to deal with the strain of a sudden caloric drop.
