Yep, it’s where Deckard finds the scale but it’s not clear that’s where Zhora lives too. The picture we see later of Zhora asleep is obviously from a different apartment, which could be Roy’s.
I seem to remember the Yukon hotel room scene being added or expanded at Ford’s request because Deckard was “a detective who does no detecting”. The Deckard we see in the apartment is actually a body double.
