Old news but I was interested in reading the memo describing the guidelines for committing US troops the Rumsfeld wrote at the in the beginning of the Bush administration. I know that the memo was released but all I can find on the web is a summary not the memo itself. Anyone out there with better Google skills than I want to give it a shot?
