History of the Rider?

So the minimum wage hike bill that got through the house had a rider attached to it that also repealed part of the estate tax. When did the practice of attaching unrelated riders to bills first appear? Was it something the founding fathers anticipated?

Well, we could get rid of riders if it weren’t for the very fact that the congress which has embraced them needs them to complete their agendas and it isn’t exactly like the Supreme Court will be able to rule on it - who’s going to bring that lawsuit?
