Seattle is so thick with wireless access it’s rad. There is even grafitti on walls detailing peoples WEP keys.

Not sure about pictures, but it does exist. It’s got a name that I’m too lazy to look up right now. “war driving” or something like that.
Basically, people with a sense of entitlement sniff out your WEP key and then post it somewhere conspicuous so other leeches can use your bandwidth/network without your permission.
