And the most likely purpose was: to create a dynamic control panel for a multi-arcade cabinet where the panel graphics change to match the game you are playing.
The holes would be needed obviously for the control sticks and buttons.
Depending on the number of players, buttons per player, and additional controls being added you could easily need 30+ holes.
For many years now people are have been using stretch bar LCD displays in place of a marquee in order to show the marquee artwork dynamically for each game.
I haven’t seen a dynamic control panel yet

Your guess seems sound. Which, of course, dictates by the rules of Theodore Rexian logic, that it is wrong. Only utterly insane reasons can be considered here.
IIRC, you can punch holes, cut off pieces, etc. of electronic ink and the rest of it may still function properly.
