It was Perlman and I don’t think it was reused material either. They went back to the Inkspots with I Don’t Want to Set the World on Fire. The truck appears to be a public transit bus. It appears whole but the camera pulls back to reveal a ruined cityscape much as with the Fallout intro. There are a few ads visible. VaulTec, Corvega, an enlistment poster. As Tim said its in engine.
Promising enough.

I dunno, I just get the feeling that if they have this fancy 3D engine that they just showed off they won’t want to use it for an iso perspective turn based RPG.

Well, duh. We already knew it wasn’t going to be an iso turn based game. That doesn’t mean it’s going to be Oblivion. That’s like saying it’s in 3D so it must be a Half-Life clone.
I think it was one of their finalists… at least I remember reading that.
Edit - Google says your correct. The ownership was ambigious so they went with Maybe.
Looks neat but it’s just a teaser. Nothing to see here quite yet, other than they seem to get the fallout art style.
Decent looking engine too.
I’m just not seeing how any 3D game engine coming out after Crysis is going to avoid comparisons though.
Well, first, there’s some of us who can see in colors other than black and white.
This is getting tiresome.
I bet that if Bethesda made this game isometric, the NMA monkeys would come out and say “Oh, so it looks like isometric Oblivion in the Fallout setting”.
I haven’t seen the trailer yet but I have been amused by some of the reactions at NMA. While the overall response seems guardedly positive, others seems intent on hating it:

Upon further reflection it seems kind of… forced… like a cheap copy of the fallout intro…
It even has a similar timing.
I guess it is to be expected, but I can’t say I feel particularly excited. It’s nice to have the Ink Spots and Ron Perlman, but it just leaves me with an empty feeling inside. Even as a teaser trailer, it failed to leave me wanting more.
It’s been to long a wait, I want to see gameplay, not fluff.Oh well, it’s OK for what it is I guess.

Give me a couple of thousands dollars worth of computer equipment and a team of skilled programmers, artists and animators and enough money to hire a couple of voice actors and I can promise you I could come up with something just as similar as what we saw and still call it Fallout 3.
This video just shows me its pretty, not rusty enough, full of too much junk (did the world end 10 years ago?), and most of the architecture is correct (but no googie, just art deco).

I can’t imagine reading those forums on a regular basis. Whine, whine, whine. Bitch, bitch, bitch. I thought it was a pretty neat trailer, and while fall 2008 is a long time off, better than it being rushed. I’ll be keeping an eye on it. The Ron Perlman line got a good reaction.
