My thoughts are as follows:
Military
I will take Fabius and pound on the Syrian War. We get +8 from the leaders, and I can take 9 legions for a total of +10 after we account for the evil omens.
That leaves Cornelius (+4), 5 legions (+5), and 4 veteran legions (+8) to take on the Illyrian War, with a total of +11 on Illyria after evil omens.
Censor
Lowest influence member of the Populares.
Populares vote yes to Valerius for Pontifex Maximus.
To account for Ally Deserts (which effectively makes very low rolls more likely), we should have both armies at +13. We can do this with a few additional legions. Send Cornelius against the Illyrians with 4 veteran and 6 additional legions= 18 or +13. Send Fabius and Aelius with 11 legions against the Syrians = 19 or +13. We need three additional legions.
Shepherds vote yes for Valerius as Pontifex.
